Regional Development Officer (Western Counties)

Responsible to: Regional Campaigns Manager (Western Counties)

Salary: £26,000 - £29,000 per annum 

Benefit: 3% Employer’s Pension Contribution

Tenure: Fixed term to next General Election + 3 months

Hours: 0.5 FTE

Location: Home based, a location commutable around Western Counties region.

Purpose of job

To support local party election campaign teams in areas specified by the Regional Party and build capacity in campaigning. Drive better engagement with the full diversity of the region; diversity in this case covering all protected characteristics and socio-economic groups we have not represented well so far.

Key Responsibilities

Working in partnership with the Western Counties Regional Party, LDHQ and the Regional Campaign Managers, to help deliver the seat support programme agreed between LDHQ and the Western Counties Regional Party, with a particular focus on the Development and Start-Up seats

To lead the Western Counties General Election ‘Freepost’ operation
Provision of Technical / IT support to the Western Counties Regional Executive (e.g. in relation to the Regional website)
To support and assist our local campaign teams to develop their skills and campaigning, and to win elections, by: 

Technical - helping campaigners with Connect, Lighthouse, Affinity Publisher, Fleet and other systems/platforms both personally and
directing them to relevant help within the Party; 
Literature - helping campaigners with content, style and online composition; 
Training – leading regional training events and actively promoting local campaigners participating online and in person
Work with local parties to identify ways of increasing the diversity of membership, and increase the diversity of candidates by working with local parties to remove barriers to standing, to include support to LocalParties in the production of their Diversity Plans.

Person Specification

Essential 

1. Sympathy with the aims and values of the Liberal Democrats 
2. Ability to create a positive, welcoming and motivating climate for potential Liberal Democrat candidates and activists, from across the spectrum of our region’s diverse makeup, whether or not they are currently party members. 
3. An understanding of the need to build a more diverse party at all levels and to work with national, regional and local party diversity representatives to establish a more diverse Party. 
4. Good communication skills, both written and verbal. 
5. Good IT skills, and the ability to learn new systems quickly. 
6. The ability to work with, and motivate, volunteers and teams. 
7. Ability to work without immediate supervision to deliver agreed objectives. 
8. Able to work flexibly, including weekends and evenings. 

Desirable

1. Practical experience of successful Liberal Democrat campaigning for example as a candidate, agent or other key role. 
2. Experience of strategic planning of campaigns. 
3. An understanding of the structures and functions of local Government in Western Counites region 
4. Experience of training. 
5. Familiarity with Connect, Affinity Publisher and Lighthouse.
